The Centre for Excellence in Learning and Teaching (CELT) at The Education University of Hong Kong (EdUHK) won a one-year research project, commissioned by the Equal Opportunities Commission in October 2019, to review the effectiveness of integrated education policy in Hong Kong.

Integrated education, implemented locally almost two decades ago, was designed to benefit not only students with special educational needs (SEN), but also other students, parents, and the community at large. Over the years, various measures have been introduced to support the learning and teaching of SEN students. The latest measures provide each public mainstream school with a SEN Coordinator to support integrated education in different phases.

Although these measures can be beneficial, the rights to inclusive education and equal education opportunities for SEN students have not been adequately addressed. Therefore, the research project conducted by CELT, titled “Study on Challenges, Effective Policies, and Best Practices of Mainstream Schools in Educating Students with Special Educational Needs in Hong Kong (2019-20)”, aims to:

1. Identify major challenges faced by mainstream schools in educating students with SEN;
2. Assess the effectiveness of Government policies currently in place to aid integrated education; and
3. Collect data on best practices of integrated education pioneered by school professionals that would serve as a reference for recommending further policy interventions.
