Dr Tom Fong Wing-ho joined The Education University of Hong Kong as Vice President (Administration) in September 2024. Dr Fong has overall responsibilities for the administrative services of the University. These include human resources, finance, campus development, estates management and IT, as well as overseeing the University’s self-financed arm in pursuing continuing and professional education, and serving as Secretary to the Council.

Dr Fong has a rich experience in university administration. From 2000 to 2008, he was Head of the Career Planning & Development Centre at The Chinese University of Hong Kong. He served as Director of Student Affairs at the forerunner of the EdUHK, The Hong Kong Institute of Education, from 2008 to 2014. He joined Hang Seng Management College (later retitled The Hang Seng University of Hong Kong) as Associate Vice-President in 2014 and served as Vice-President (Organisational Development) and Secretary to the Council from 2016 to 2024.
